On August 4, 2010 SPIBA held HR Committee meeting initiated by HR Director of SCA Packaging, Inna Tyutyunnik. Associates of of PricewaterhouseCoopers, Andrey Odabashyan and Ivan Popov made a presentation on the subject of “Work places quoting”. The following issues were discussed:

- Legislative control of job quotas in Russia at the federal level;
- Categories of citizens, jobs for which may be subject to quotas (examples of the practice of regional regulation);
- Work places quoting in St. Petersburg and Leningrad region;
- Employer's liability for breach of legislation on work places quoting (for example, St. Petersburg and Leningrad region)
- Judicial practice.
There was also given an interpretation of some articles of the Labour Code, Federal law “On a social protection of disabled people in the Russian Federation", Federal law "On employment in Russia” and the decision of the Chief State Sanitary Doctor of Russia". On approval of joint venture 2.2.9.2510-09 (along with the" Sanitary Regulations SP 2.2.9.2510-09 "Hygienic requirements for the work disabled").
Due to comments of Marina Sidorchuk and present SPIBA members we managed to achieve transparency and find options to resolve problems faced by SCA Packaging.
