SPIBA LLC Committee held a meeting with the leaders of Federal Antimonopoly Service.

Guests of the meeting:

-Vadim Vladimirov, Head of Federal Antimonopoly Service of the Leningrad Region,

-Igor Bobrov, Acting Head of Antimonopoly Control Department ,

-Gleb Konnov, Head of Natural Monopolies and Advertising Control Department.


Mr. Vladimirov had told about the history of FAS about the accretion of power in the following areas:

  • Antimonopoly regulation;
  • Natural monopoly;
  • Complete control of advertising;
  • Control of public authorities;
  • Control over processes of Government tasks.

Unfortunately, Mr. Bobrov did not answer on all of the questions about the Federal Law on Trade, because decisions of FAS should be based on judiciary practice and it does not exist yet. Nevertheless, Mr. Bobrov has promised to answer these questions in near future and to send them to SPIBA. He gave his contact e-mail for questions and offers.

Mr. Konnov has answered some questions, concerning to his competence, and has told about problems facing FAS while making companies accountable. He also has advised to address with problems to FAS, because it practices recommendations from monopolists.

Interests of the oil companies have been infringed in a final part of the meeting as well as the reasons for high prices on oil and the made decisions on imposing of fines were discussed.
